摘要

以辽宁省为例,针对该区域农村水利管理现状及其存在的主要问题,分别从多个不同的角度分析了水利管理各主要主题之间的利益关系,采用均衡博弈法研究了利益各方在不同情况下的最优决策。结果显示:通过增大对村委会的惩罚力度和适当的给予农户参与水利管理时的奖励,降低乡政府与水利站的监管成本等均衡策略,可在一定程度上提高相关者参与力度;研究成果可为提高辽宁省水利设施的管理水平和市场化管理模式的推广应用提供一定参考。
