摘要

对各国警察处置大规模群体骚乱的战略研究,必须构建分析框架,才能深入剖析整个处置过程的核心问题。由于处置过程是警察与骚乱群体的矛盾对立过程,这个框架应从三个维度进行构建:一是从处置对象维度,把握群体骚乱的基本特征,形成对群体骚乱的现实认知;二是从警察职业伦理维度,把握警察内心思想的价值选择,判断警察在面对群体骚乱强烈冲击情况下的稳定与积极应对程度;三是从警察行动能力维度,把握警察在处置过程的行动对策。
