摘要
Japan and Russia have promoted bilateral relations through summit diplomacy during the Abe era, but many limits remain in developing the relationship under the appearance of close ties. Looking to the future, while the relations may be drifting toward conflicts without the settlement of the territorial issue or the guarantee of a peace treaty, decoupling is unlikely due to the two countries’ political will and realistic interests to deepen bilateral relations.
