摘要
Engine of European integration, the Franco-German axis had weakened with the expansion of the European Union, but the two countries’ Aachen Treaty is promoting EU military coordination, defense and fiscal integration through in-common EU foreign and security policies. This strong return of the Franco-German axis, a pragmatic reaction to changes in transatlantic relations, European integration’s crisis, and the uncertainties of a changing world order, accelerated the axis’ reinvigoration. Any discord between France and Germany is counterbalanced by the need to consider overall EU interests.
