this article is divided in three sections. in the first one, the authors identify the main actors of the primary production (pri) component of the venezuelan agro-food system (sav) and their representative associations, in order to define what they do, which are their most important associations and what is their importance in the overall economy. in the second section, the article reviews the actions of the venezuelan state, along the last ten years, with regards to credits oriented to the pri. and finally, in the third section, the authors gather actorsˋ opinions on state credits for the sector. in conclusion, the most important factors which conspire against both the development of sav and the food security objectives of the venezuelan state include lack of confidence of the private actors on the ulterior motives of the state for venezuelan agriculture, as well as its contradictory policies adopted so far.
