摘要
the issues under discussion in agricultural negotiations in the doha round and the free trade area of the america (ftaa) are complex and deep. they avoid the usual distinction between developing and developed countries, and challenge, moreover, any possibility of applying simple solutions to them. one element that adds to this complexity is the high political visibility of these issues, in a context within which foreign commerce is associated with expressions relative to national sovereignty and economic and social development, so there is a high level of mobilization of public opinion about it. this has led to expectations regarding agricultural commercial negotiations that are not only ambitious but also, in some cases, illusory.
