In terms of the recent research results on resource-based view,institution-based view and entrepreneurship theory, this study develops a comprehensive analytical framework that explores the relationships among institutional pressure, corporate choice on legitimacy, strategic response and the evolution of core competence.Referring to three developing stages of Guangdong WENS,the study further tests, improves and interprets the aforementioned analytical framework. The following arguments are conducted from the framework: under multi-institutional pressures, corporate mainly tends to achieve legitimacy through compromising; co-operative spirit is one indispensable part of entrepreneurship, particularly under the situation of institutional defect,as important as innovative spirit at any rate; entrepreneurship has significant influence on the choice of legitimacy, particularly under the situation of formal-institution defect where the corporate oriented by co-operative spirit tends to choose the legitimacy that performs a higher degree of compliance; the choice of legitimacy has significant influence on the strategic positioning; strategic response has significant influence on strengthening core competencies; the emergence and evolution of core competence have the adversely affect on entrepreneurship and corporative choice of legitimacy. This study establishes a model that demonstrates the evolutionary process of core competence influenced by institutional pressure and entrepreneurship, which further develops institution-based view and provides a new approach and framework for integration between resource-based theory and new institutional theory. Moreover, the theoretical model and other relevant propositions argued by this study also provide reference for domestic enterprises,in the period of institutional transform, obtaining legitimacy, advancing the emergence and development of core competencies and gaining long-term competitive advantages.
