<正>Quality, as a key factor reflecting the comprehensive strength of a country, has been highly valued by the Chinese government. China started to establish the socialist market economy in the late 1970 s, the top priority was to meet the rapidly increasing material needs of the people at the time. However, weak quality awareness led to increasingly prominent problems such as backward quality management, therefore it was extremely urgent to enhance the quality management.
