<正>1.Introduction In 2013, President Xi Jinping proposed the Belt and Road initiative. In 2015, The "Vision and Actions on Jointly Building Silk Road Economic Belt and 21 st-Century Maritime Silk Road" was released, in which TAR is one of the 18 regions undertaking important construction tasks, and was asked to promoting the border trade and tourism and culture cooperation between TAR and neighboring countries such as Nepal.
