the venezuelan position on agricultural matters within to the world trade organization (wto) has suffered important changes during the last years. these are associated with changes in the political, constitutional and institutional arenas. however, these changes have not been accompanied by larger actor participation from the productive sector in the process of formulation of the negotiating positions that are defended in this forum. this article analyzes the participation of the venezuelan public and private sector in this process, comparing between them two stages -from the third to the fifth ministerial meeting of the wto- and also the experiences of other latin american countries.
