The European Constitutional Treaty which is going to be ratified these days offers a concept of European citizenship which disappoints the expectations to find a way for an integration of the resident immigrants or for any kind of political accommodation. In the light of the European framework and of the doctrinal debate, the proposal of a model of inclusive, plural and gradual citizenship will be examined, a citizenship which starts off with the notion of neighbourhood based on the continuous residence, followed by an analysis of the objections of those criticizing these proposals as a process of domestication. El Tratado Constitucional europeo, en proceso de ratificaci車n, ofrece un concepto de ciudadan赤a europea que frustra las expectativas de una v赤a de integraci車n o acomodaci車n pol赤tica para los inmigrantes residentes. A la luz del marco europeo y del debate doctrinal, se examina la propuesta de un modelo de ciudadan赤a inclusiva, plural y gradual, que comienza por la noci車n de vecindad, basada en la residencia estable, y se analizan las objeciones de quienes critican como un proceso de domesticaci車n esas propuestas.
