<正>仅有良法未必能够达致善治。孟子认为法律文本不仅要形式完备，还要能够体现良好的立法精神，只有二者结合才能够达致善治。Good governance cannot necessarily be achieved with good laws alone. Mencius believed that laws should not only be complete in textual form, but be able to reflect sound legislative spirit. Only then can good governance be achicred.
